        North Sydney Regional Council Annual Report 1998

        Introduction

        1. The North Sydney Regional Council was established by the Regions Ordinance 1995 to serve the North Sydney Region. Its principal purpose is to develop ministry strategies in the Region.

        2. The North Sydney Regional Office is situated at St Andrew's House, Sydney Square (PO Box Q190 QVB Post Office NSW 1230), telephone 9265 1433. The Office is open from 9.00 am to 5.00 pm Mondays to Fridays.

        3. The members of the Council are listed below. (During 1997, 6 Council meetings were held. The number of meetings attended by each member is indicated by the figure next to each name.)

        4. Members are appointed/elected in terms of the Regions Ordinance 1995 -

        Regional Bishop and Regional Archdeacon - ex officio
        1 lay person from each Area Deanery in the Region elected by the Synod Regional Electors of the Region.
        1 minister from each Area Deanery in the Region elected by the Synod Regional Electors of the Region.
        2 ministers and 4 laypersons from any Area Deanery in the Region elected by the Synod Regional Electors of the Region.

        5. The Council has a committee for financial and legal matters which acts as a Parish Investigation Committee and an Ordinance Review Panel. It also has Task Forces as follows -

        Services Task Force
        Liaises with Anglicare Cross-Cultural and Welfare ministries.

        Youth & Children's Task Force
        Liaises with AYEC and initiates ministries where desirable.

        Church Stimulation & Planning Task Force 
        Liaises with the Department of Evangelism, Anglicare Parish Research and Planning, encourages evangelism and church or congregation planting in the Region.

        6. The Council is chaired by the Regional Bishop. It has elected a Secretary and Treasurer and convenors of the Task Forces.

        7. The Council has apportioned the Synod's appropriation to the Region to parishes and chaplaincies, according to its goals and objectives deriving from its major purpose of ministry strategy.

        8. The Statement of Income and Expenditure, balance Sheet and Auditor's Report are tabled.

        • The members of the Council are of the opinion that, at the date of the report, there are reasonable grounds to believe that the Council will be able to pay its debts as and when they fall due.
        • The Council does not directly employ any personnel.
        • All trade creditors are being paid in accordance with normal terms of payment.
        • All dealings with real and personal property have been consistent with the trusts on which the property is held.
        • No payments have been made to any members of Council.
        • Internal control has been provided by the Diocesan Secretariat.
        • Appropriate types and levels of insurance cover are held for all insurable risks.
        • No significant matter has arisen since the report was signed.
        • The report was adopted at a duly convened and constituted meeting of the Council held on 16 June 1998.

        9. The Council developed and adopted "Goals and Objectives" in line with its major responsibility in ministry strategy.

        10. The Council also set up on-going Task Forces to promote ministry and to liaise with Diocesan bodies already engaged in cross-cultural and welfare work, children's and youth ministries, church stimulation and planning.

        11. A special Task Force was established to launch Bishop Barnett's programme "Rowing Together". This programme encourages Region-wide evangelism and the training and equipping of church folk in witness to the Gospel in the period leading up to the Spring of 1999. It also seeks to change the culture of parishes so that an outreach mind set and activities become part of the on-going life of parishes.

        12. The Council also agreed, in principle, to the part-time appointment of an Evangelist and an ESL Co-ordinator for the Region.

        13. Ministry strategies have included -

        The support of a chaplaincy to Macquarie University
        Support for Cross-Cultural Ministries
        Assisting parishes to recover viability and effective ministry.
        Evangelism, especially in terms of the "Rowing Together" programme and budgeting of funds for a part-time Evangelist and a part-time ESL Co-ordinator.

        15. In its first full year of operation, the Regional Council began to develop ministry strategies and to encourage Regional identity and fellowship. The skills and experience of Council members have been invaluable in this process.
